A real good check: Boot your XP machine in Safe mode with networking.
Then in device manager disable the network card and check if you till have the 20 to 30 seconds right-mouse delay.
If so, then my fix won't help u further, read the above articles for other answers, like the ones who point to ShellExView.
FIXED feb 2014
- Removed all '\\' related network pointments which are not used in XP registry, with REGEDIT.
Remove NOT:
- DeviceClasses, mostly '\\?\'
- local logons: '\\<localname>'
- program pointments like: C:\Program Files\Java\jre6\\bin\javaws.exe
